Police Personnel

All officers of the Carroll Township Police Department are required to attend and complete Act 120 training at the Municipal Police Training Academy. They are trained annually in CPR, the use of the Automatic External Defibrillator also known as an (AED), firearms training, Mandatory Update Training and the use of the National Crime Information Computer (NCIC) and the Commonwealth Law Enforcement Assistance Network (CLEAN).
Chief Sean Kapfhammer served 21 years with the Baltimore City Police Department before being appointed as the Chief of Police of the Carroll Township Police Department. During that time he served in various operational and investigative capacities. He was the Commanding Officer of the Southern District Criminal Investigative Division, the Southwest Operations Section and the Westside Special Enforcement Team. He retired at the the rank of Detective Lieutenant.
He obtained his Undergraduate Degree and Master’s Degree in Management from Johns Hopkins University.
Chief Kapfhammer was a highly decorated member of the Baltimore City Police Department. He received the Medal of Honor for covering and rendering aid to a fallen officer while under gunfire. He has also received numerous other citations for bravery including a commendatory ribbon for single handedly arresting an armed homicide suspect minutes after the murder occurred.
Sergeant David Smith
Sgt. Smith joined the Carroll Township Police Department in 1995 and was promoted to Sergeant in November of 2004. Sgt Smith had previously worked for The Dauphin County Sheriffs Department as a Deputy Sheriff.
Sgt. Smith has received training in all aspects of criminal investigations, Sgt. Smith is the departments Public Information Officer (PIO) and public service officer, a Pennsylvania certified inspection mechanic, crime prevention officer, terrorism awareness and prevention instructor, and the departments Field Training Officer. Sgt. Smith is currently a member of the South Central Counter-Terrorism Task Force Law Enforcement Strike Team.
Sergeant John Schreiner
Sgt. Schreiner joined the Carroll Township Police Department in 1996 and was promoted to Sergeant in November of 2004. Sgt. Schreiner had previously worked for the Dauphin County Sheriffs Department.
Sgt. Schreiner has received training in all aspects of criminal investigation, is one of the department's DARE instructors, a certified evidence technician, a member of the York County Forensics Team and the departments Crime Scene Unit, the departments Field Training Officer, Firearms Instructor, Sig Sauer Firearms Armorer and TASER Instructor and certified to instruct at the police academy.
Sergeant Thomas Wargo
Cpl. Wargo started with the Carroll Township Police Department in 1999 and was promoted to Corporal in November of 2004. Cpl. Wargo had previously worked for the Steelton Borough Police Department, Dauphin County.
Cpl. Wargo earned his Associate Degree in Criminal Justice from Harrisburg Area Community College, the departments firearms instructor, Sig Sauer firearms Armorer, Terrorism Awareness and Prevention instructor, Crime Prevention Officer, certified in the use of the intoxilyzer 5000 and is the fleet officer of all the department vehicles.
In 2004 Cpl. Wargo received an Honorable Service Award from the Cumberland County Chiefs of Police Association. Cpl. Wargo, while off duty, assisted in the rescue of a person from a burning building in New Cumberland Borough.
Gene Baptisti, Records Officer
Gene Baptisti joined the Carroll Township Police Department in December 1974 as a part time police officer. Gene completed his mandatory police training and is a graduate of the 1st, Municipal Police Training Academy for part-time police officers at the Pennsylvania State Police Training Center in Hershey PA, and was Vice President of that class.
During his tenure as a police officer, Gene attended and completed numerous police related courses of instruction. Although no longer working as a police officer, Gene is the Department's Records Officer, a position he has held since 1973. He is certified as a Visual Alert© Police Reporting System Administrator, Administrator of the Police Department's PADOT Crash Reporting system, and is in charge of the Department's Uniform Crime Reporting system. He is certified NCIC/CLEAN and maintains the Department's computerized records keeping systems.
Patrolman Thomas Kibler
Ptlm. Kibler started with the Carroll Township Police Department in 2003. Ptlm. Kibler came to Carroll Township from the North Middleton Township Police Department, where he served for eleven and one half years, seven of those years as detective. Ptlm. Kibler is a United States Army veteran and has earned a bachelor's degree in History from York College. Ptlm. Kibler has also authored two military reference books.
Ptlm. Kibler has received training in all aspects of criminal investigations, and is a chemical spray instructor, expandable baton instructor, TASER instructor, and crime prevention officer. Ptlm. Kibler is also certified to instruct at the police academy.
Patrolman Ronald Stiles
Ptlm. Stiles started with the Carroll Township Police Department in 2003. Ptlm. Stiles came to Carroll Township with twenty-three years of service from the York Springs / Latimore Township Police Department . Ptlm. Stiles served in the US. Army Special Forces and is a Vietnam veteran.
Ptlm Stiles has received training in all aspects of criminal investigations and is currently a DARE instructor and Child safety seat technician.
Patrolman Ben Martin
Ptlm. Martin started with the Carroll Township Police Department in 2003. Ptlm. Martin came to Carroll Township from the Newville Police Department, Cumberland County.
Ptlm. Martin is a DARE instructor and is in the departments Crime Scene Unit.
Patrolman Terry Williams
Officer Williams has been a police officer with Carroll Township since 2003. He began his law enforcement career in 1994 serving as a police officer for the Adams Township Police Department and a records officer for the Johnstown Police Department. Both departments are located in his hometown of Cambria County, PA. Prior to his employment with Carroll Township P.D., Officer Williams served as a police officer for the National Security Agency (NSA) in Fort Meade, Maryland.
Ptlm. Williams is a certified Pennsylvania inspection mechanic, child safety seat technician, TASER instructor, a member of the departments Crime Scene Unit and a member of the South Central Counter-Terrorism Task force Law Enforcement Strike Team.
Patrolman David McCoy
Ptlm. McCoy started with the Carroll Township Police Department in 2007. Ptlm. McCoy came to Carroll Township from the Middlesex Township Police Department, and the Mount Holly Springs Police Department in Cumberland County.
Ptlm. McCoy is a certified Pennsylvania state inspection mechanic, an Emergency Medical Technician, and a member of the South Central Counter-Terrorism Task Force / Law Enforcement Strike Team.
Ptlm. Justin Rogerson comes to the Carroll Township Police Department from the Gettysburg Borough Police Department where he was assigned as a patrol officer and was a member of the departments motorcycle unit. During his time in Gettysburg Borough, Rogerson was named Rookie of the year for 2003.
Ptlm. Rogerson had previously been employed by a juvenile treatment center. Ptlm Rogerson earned his Bachelor of Arts degree in Sociology from Mount Saint Mary’s College, Emmetsburg

Officers enforce Federal Regulation and have the authority to inspect and weight commercial motor vehicles.
